They are receiving legal immunity from lawsuits in case that they get sued since these vaccines have not yet been tested. Since the epidemic of the swine flu broke out, there has been no cure or vaccine, so the prospect of having at least a vaccine is causing everyone to jump forward for it. So basically, the government is giving people the choice to get the vaccine but at their own risk (cause someone from the media will probably complain about not having the vaccine sooner even though they should test it first but people are just going to complain).
